Act 152 of 2002 mandated that all card agents, full agents, and messengers sign contracts with the Pennsylvania Department of Transportation (PennDOT). This includes vehicle dealers who are authorized to issue temporary registration cards and/or plates. Under the terms of the contracts, issuing agents must complete a PennDOT-authorized agent service training course. (Note: Messengers are not required to receive training unless they are also authorized to provide agent service.)
We are fully authorized by PennDOT to provide agent service training. We have worked closely with PennDOT to ensure that our training curriculum meets the requirements for agent service training and exceeds our customers' expectations.
Agent service employees with one year or less experience or newly hired employees must attend a Basic Title and Registration certified training class not more than one year from entering into contract or from date of hire.
The MVcourse Basic has been approved by PennDOT for six hours of contract requirements.
Agent service employees with more than one year experience as an employee of an agent service, whose direct responsibilities fall within the definition of those requiring training, and have no history of sanctions or contractual non-compliance, are exempt from the initial Basic Title and Registration training requirement. However, these individuals are required to take a certified Agent Services training course not more than one year from entering into contract or date of hire. This certified Agent Service training course may be either the Basic Title and Registration training course or the Advanced Agent Services training course.
All employees are required to attend an Advanced Agent Services certified training (refresher training) at least every two years.
The MVcourse Advanced has been approved by PennDOT for four hours of contract requirements.
